Many poor households in rural and remote communes in the northern Bac Kan Province can not transfer their land use rights as well as get land registration books due to unstable policies.

To deal with this, the Government issued the Circular No 93 dated on October 21, 2002. Under this circular, underprivileged areas and ethnic minority people will be exempted from fees when they transfer land use rights or get land registration books.

However, on October 16, 2006, the Government issued a new  Circular No 97, that abrogated the above-mentioned circular.                                                                

However, the underprivileged persons still receive a certain support from the Programme 134,135 of the Government and up to VND5 million (US$ 270) as transferring land use right of one hectare. It means that for one square metre, the support money was just VND500.
