FUNCTIONS AND TASKS OF DEPARTMENT OF ENVIRONMENT 
MINISTRY OF NATURAL RESOURCES AND ENVIRONMENT

Functions

         Department of Environment attached to the Ministry of Natural Resources and Environment has been designated as the functionate institution to assist the Minister in the exercising the state management of environmental protection activities in terms of policy-making and the development of related legislations, strategies, planning and plans.

Tasks and powers

  1. Draft the legislative documents, strategies, development planning and plans of environmental protection, environmental standards to submit to the Ministry’s leadership for its consideration and approval;

  2. Supervise the compliance with related legal documents and environmental standards and the implementation of strategies, plans regarding environmental protection; propose the Minister to have appropriate measures to deal with the cases in which the inconsistences of legal documents issued by line ministries/local levels with the existing legistation system would be found or the cases in which the legal documents regarding a certain issue would be issued by a institution that is not designated to address such an issue; Propose solutions or give comments on the cases in which the legal documents would be violated;

  3. Draft the regulations on the use of and the management of environmental monitoring data in order to submit to the Minister for his official promulgation; collect, analyse the environmental data and do the statistics of those data; prepare the annually national SoE reports;

  4. Propose to the Minister for the granting of and the withdrawal of the certification for the establishments who keep the compliance with national environmental standards;

  5. Conduct the investigations, surveys on the impacts of environmental policies and legislations; review the implementation of those policies and legislations to propose the suggestions for their revision, fulfillment or to provide new ones;

  6. Implement the responsibility to provide the public with the interpretation of laws and regulations in the fields of environmental protection as assigned by the Ministry’s leadership;

  7. Develop the mechanisms and draft the policies to provide public services in the fields of environment in order to submit to the Minister for his approval;

  8. Keep the liaison with associations, NGOs working in the fields of environmental protection and keep tract of their activities to report to the Minister on their performances;

  9. Implement the international programmes and projects as assigned by the Minister; take the responsibility of being the national focal point of Global Environment Facility; take part in the study programmes in the field of environmental policies and legislation development as assigned by the Ministry’s leadership;

  10. Summarise and regularly report to the ministry’s leadership on the performances made by the department in the implementation of assigned tasks/duties;

  11. Implement other duties and tasks as assigned by the Minister;

  12. Implement the personnel administration within the department.
