Department of Appraisal and EIA attached to the Ministry of Natural Resources and Environment has been designated as the functionate institution to assist the Minister in the exercising the state management of environmental impacts assessment and appraisal.

Tasks and Powers:

1. Draft the legislative documents regarding the EIA and appraisal in order to submit to the Minister for his approval and official promulgation; provide the guidelines to implement those document and supervise the implementation after official promulgation;

2. Organise all the necessary activities to appraise the EIA strategies and reports of projects as decentralised;

3. Supervise the implementation of environmental protection activities as committed in the appraised EIA reports since the project commencing until it fully completing the construction phase and fully fulfilling the requirements for environmental protection; Propose solutions or give comments on the cases in which the legal documents regarding the development of and the implementation of EIA reports would be violated;

4. Provide the services to appraise EIA reports of special development projects that have not specific owner happening in special economic zones, catchment’s areas within Vietnamese territories; take part in the process of EIA appraisal for large projects as assigned;

5. Provide the services to apprise the EIA of environmental technologies, the facilities to treat wastes which are manufactured and/or assembled in the country or those imported into Vietnam;

6. Organise the services to appraise the EIA of the using of wastes as input for production and the using of the products derived from wastes both producing within the country or being imported from abroad;

7. Implement the responsibilities to response the individuals and/or organisations in the issues related to EIA as requested;

8. Provide guidelines and professional training in the fields of EIA and appraisal;

9. Implement the international programmes and projects and scientific studies in the fields of EIA and appraisal as assigned by the Ministry’s leadership;

10. Summarise and regularly report to the ministry’s leadership on the performances made by the department in the implementation of assigned tasks/duties;

11. Implement other duties and tasks as assigned by the Minister;

12. Implement the personnel administration within the department.
