Signing Coopetating memorundum of understanding with Russia
· The National Directing Committee on restoring circumstances caused by chemical toxics in the war in Vietnam was establish due to the Direction No 33/1999/QD-TTg of Prime Minister dated March, the 3rd, 1999 in which the Minister of the Ministry of Science, Technology and Environment, Mr Chu Tuan Nha was assigned as the section head. The assistant office of the administration department ( named Office 33) comrise of 22 members from different offices/divisions, 4 standing members and appointed the Director of VEPA as the chief manager of the Office 33.
· Implementing the Decision No 2132/QD- KHCNMT dated November, 13rd, 2000 of the Office directing manager- Minister of MONRE, Vietnamese party leaded by the Chief directing manager- Chief Minister Pham Khoi Nguyen had joined the first Vietnam- US meeting on restoring the chemical hazards pollution which hold in Singapore from 26th November to 2nd December, 2000.
· Vietnam signed two projects with US in July, 2001 in Hanoi. One of them was the cooperation Project to organize the scientific Conference Vietnam- US to reseach the dioxin toxics impact on human and environment.
· Delegate from the National Office 33 participated the international Dioxin Conference in Korea ib October, 2001. Vietnam expressed some point on mitigating bad affect on human and the environment from orange matter spread within our country by US in the war.
· Office 33 delegation of scientists met and worked at Germany Laboratories testing and reseaching dioxin particles.
· Hosting the National Meeting between Vietnam and America on the effect of orange toxics on human health in Hanoi from 3rd to 6th March, 2002. 120 international and other 280 scientists from Vietnam, representing the Departments, Agencies, Universities, international organizations, the same as NGOs took part in the Meeting. 54 Reporters with 59 scientific reports (incuding 32 official reports and 27 exhibitional reports) were brought to the Conference. Vietnam contributed with 37 scientific reports (incuding 30 official reports and 7 exhibitional reports) of 36 experts.
· After the Meeting, the Agreement on survey of mitigating and restoring the circumstances of dioxin toxic on human health and the environment was signed between Vietnam and America.
· Delegates from Office 33 with the permission of the Prime Minister had the visit and workshop around this subject in Russia from the 17th to 31st March, 2002. Dr Nguyen Ngoc Sinh represented to all the delegators in this trip. Two party signed on agreement of mitigating and restoring studies on the circumstances of dioxin toxic on human health and the environment.
· In May 2002, the Office 33 reported to the Prime Minister and the Ministry of Politics on the activities and target for next period.
· The Ministry of Politics announced the Party’s and Nation’s direction on restoring bad influences caused by chemical toxic used in Vietnamese War in July, the 7th, 2002.
· Office 33 took part in International Dioxin conference in Barcelona, Espania.
