The state management on the
biodiversity, with a target to unify actions for the national biodiversity
protection in the whole country, will be responsible for assisting the
Government to study strategies, to define policies, to scheme and design plans
to manage the biodiversity, to issue and implement legal texts, to establish
the biodiversity information system, to assess present situation and forecast
the biodiversity happennings/development, to control activities of the
biodiversity assessment reports and management. The biodiversity information
system in the state management of the biodiversity, takes an important, helpful
role for the right decision-making to
the permanent, strategic development of the economy-society in the whole
country. However, if we do not have a suitable information system as a
supporting base for analysis, comparison and assessment of the actual
situations of the biodiversity, it is impossible to meet the set-forth
requirements.
The
actual situations of the biodiversity illuminate the abundance of biodiversity
information in Vietnam. But they are collected and kept by many organizations
(including the functional organs, research organs and scientists). Beside that,
the biodiversity information management is still weak and short due to the
following reasons:

mechanism for collecting and sharing the biodiversity information in the whole
country ( what kind of information should be collected, Who collects the
information, How to collect, to share the information,...) |

Little, tattered, cumbersome
investment. |

Low awareness on the importance of the
biodiversity information for management and research |

Officers have a low level of
understanding to the biodiversity
information, and they are not yet methodically trained. |
These leads to the common situation
that many collected information is not managed scientifically (either they are
kept as paper reports or only stored as separate data files in PC, so the
information potential is still hidden).
In the Vietnamese specific condition, the short-term management of the biodiversity information is to supply necessary information of the biodiversity to the entitled persons quickly, exactly and consistently in the whole country; Also to study possibilities to process, analyze available data effectively to take the initiative of bringing out assessments, forecasts on the biodiversity situation and petitioning for the biodiversity protection in a timely manner. To obtain this target, it is necessary to establish a network to share information among related organs and offices.
