Hub Office: is a state functional unit with the following responsibilities:

	To conduct a master project to establish and to develop the BI Net;
	To design criteria to collect and process information and technologies
	To collect, store, share the Metadata information of the members;
	To maintain and develop the Web, to ensure linking among members.
	To support training
	A clue in international relations for BI Net operation.

Steering Committee     

Interests:

	To access to the information sources easily;
	To be regularly updated with information in activities
	To take part in training, arrangement for training and others

Obligations:

	To Regularly exchange Metadata information to the Hub Office. To ensure the accuracy of the information, data;
	Manual guidelines to share information of members organ
	To collect information in compliance with the criteria to facilitate exchange
	To access information for right purposes (non profit)

Mechanism and Regulations build-up

	To standardize information data and technologies for collection, storage and process;
	Mechanism to exchange information among organs;
	To ensure the author's right

To design and establish the Website (the initial contents)

To update the content from members and others

To exchange and share the information on Website

The membership organizations pay for their own expenditures to update information by their organs' regular funds

The Hub Office takes responsible for seeking financial sources to maintain the Net operation ( to hold members meetings, to train the management officers working on the Net, to establish standards for information/data, to support the membership organs to upgrade their ability to the information management, to maintain the coordination,...).
